Could someone tell me where the Voltage Regulator and Starter Motor is positioned on my 1954 Beetle.

Assuming you still have 6 volts and a 30hp engine with the built in stand for the generator, the voltage regulator is the box mounted mounted on top of the generator. If it's been changed to 12 volts at some point, it may have been mounted on the firewall above the engine.

The starter motor is mounted where the engine joins the gearbox, top right, looking from the back of the car. You can get to it from under the right rear wheel arch.

The top bolt also holds the engine in, so you need to take the nut off from behind the fan shroud to take the starter out.
