Can somebody help me to sort this out ?

What years used the brake drums with the 3 circular grooves like in the KDF drawings from 1938?
I have never seen those before.until last week.

I have seen a old horse wagon in Germany last week that was used in a farm and it was made from VW axels with cable brakes .
This system was conversed to use the brakes with a hand turned spindle on both front and rear axel .
It is now used to advertise a restaurant near a stream in Germany

Just wondering.....
I tought that it was used until 1940 or 41 but I could be wrong.

Anybody that know something about this....?
