Not standard and I cant think what purpose they might serve! Apart form feeding a petrol heater?

Buicks always had "portholes" on the front wings. Someone has decided to copy the style.

Don't know why but a lot of early cars come out of Sweden with these fitted.
Like JD said copying early US cars.
Must have appealed to Swedish taste,as i've never seen it happen from any other country.
