Crotch Coolers are located in the front quarter panels not the inner wings:

The 'standard' models (rather than the 'deluxe' models) didn't have crotch coolers so if it is a 1951 then it must be a 'standard', in which case it should have no external body trim, painted bumpers, only central headliner section and cable brakes etc.

That could have been added to a 'standard'.
What about the brakes? Are they hydraulic or cable operated?

Appears to be a Deluxe, so without the crotch coolers it must be earlier than 1951. We really need the chassis number to date it accurately. Knowing if it has hydraulic brakes or not would narrow it down.
Cheers,
Rob.

Crotch coolers were added in April 51, so it could still be a 51 deluxe. As you say, a chassis (or body) number would confirm the exact date.
